Meeting with Francesca Albanese, United Nations Special Rapporteur on Palestine

Today (Friday, June 20) at 9:00 PM in Piazza Portello, we will be together with Francesca Albanese, United Nations Special Rapporteur on Palestine (joining remotely), and Professor Marco Mascia, President of the Human Rights Centre at the University of Padua, to loudly proclaim: STOP THE BOMBS on Gaza!

Israel must immediately cease fire and allow HUMANITARIAN AID to enter the Strip.

Let us raise our voices now—before it’s too late...

This initiative comes from a group of young (and not-so-young) people, aged between 20 and 40, who formed the spontaneous committee “Gaza: let’s remain human.”

A grassroots group with no party affiliations, united by the moral urgency to mobilize, denounce, and protest against the escalating violence and the systematic violations of human rights currently taking place in the Gaza Strip.

The goal is simple but essential: to mobilize as many people as possible, including those who, despite feeling the injustice, have remained silent until now.

Un'iniziativa che punta a costruire consapevolezza e partecipazione attiva, con parole d’ordine chiare e condivise: cessate il fuoco e apertura immediata di corridoi umanitari.

On Friday, June 20 at 9:00 PM, a public event will take place in Piazza Portello (Lato Porta) in Padua, featuring Francesca Albanese, UN Special Rapporteur on the situation of human rights in the Occupied Palestinian Territories. She will present her latest book:
📖 “When the World Sleeps: Stories, Words and Wounds from Palestine” (Rizzoli, 2024).

The event, titled “Gaza: Stop the Bombs!”, arises from the urgent need to give voice to the suffering of a population under siege, and from the desire to awaken public awareness—starting with the younger generations. Its goal is to foster civic engagement around clear and widely shared demands: a ceasefire and the immediate opening of humanitarian corridors.

The evening will open with remarks by Marco Mascia, President of the Human Rights Centre at the University of Padua.

A critical political goal of most conservative European parties has been to reduce state social expenditure to keep taxes low while balancing the budget. These parties can rely on the support not only of the wealthy, who naturally oppose higher taxation, but also of many middle- and low-income earners who fear that generous social policy could reduce their income since resources are considered a given quantity to be shared according to a zero-sum-game of sorts: if somebody gets more, somebody else has to get less. This reaction is most pronounced towards immigrants, who, despite statistical evidence to the contrary, are often perceived as a net burden on society. Accordingly, social expenditure is seen as a kind of waste to be minimised and not, if fairly and properly structured, as a positive contribution to the welfare of society and, with it, also to a higher productivity of the economic system.

However, independent of how powerful the mix of support for conservative parties may be, it is not uncommon that a restrictive social policy backfires, resulting in electoral defeat. Among the most notable examples in Europe are to be considered the victory in Poland of Kaczyński’s PiS against Tusk’s PO in 2015 as well as last year‘s defeat in the Netherlands of Rutte’s VVD to the benefit of Wilders‘ populist PVV. The last case has just been be offered by the general election in the UK. To mention on purpose a non-leftist newspaper, the situation in this country is well described by Robert Shrims­ley in the Financial Times on June 6th: “Stalled growth increased pres­sure on the pub­lic fin­ances. And voters have noticed. Towns have not lev­elled up; food is not cheaper; immig­ra­tion has risen; and pub­lic ser­vices have deteri­or­ated.“

But how effectively can reductions in social expenditures, while keeping taxes constant, allow for higher state spending required by the urgent need for digital and environmental transformation, as well as the restoration of public infrastructure and services—particularly in the health and education areas—alongside a substantial increase in military spending due to a profoundly changed geopolitical situation?

It is worth examining the German case as a significant example of how far the local conservative parties have gone to stretch their arguments in support of their unwavering commitment to lower taxes and reduced social expenditure, aiming to boost economic growth through higher private investment – this despite the lower demand for consumption resulting from a shift of the income distribution that primarily benefits the wealthy. This stance of the conservative parties has remarkably remained unchanged in Germany even after the reduction of the corporate tax rate in 2008 from 25% to 15% did not generate the promised increase in investments. In fact, gross investments in plants and equipment as a ratio to GDP stagnated in Germany for a whole decade below the level shown in 2008 (28,2% of GDP), well beyond the possible depressing effects of the financial crisis in 2007-08. As we know from multiple examples in many countries, companies have used, to a large extent, the additional liquidity derived from reduced corporate taxes in the increased dividends, share buy-backs and a generally higher demand for financial assets. This is what happens if expectations from domestic investments are relatively unattractive for companies, particularly if economic growth is not promising.

Obviously, it is not easy to sell reductions in the welfare of a considerable part of the population due to a lower social expenditure of the state. Many doubt that the German Christian-Democratic Union - CDU are bringing forward sufficient arguments in favour of such a policy. Marcel Fratzscher, head of the DIW institute, has denied it: „All facts seem to contradict such a narrative (Die Zeit, 22.02.2024).“ However, this is the path that the CDU, along with its Bavarian sister party, the CSU, has taken. This is the position that the vice chairman of the Bundestag fraction and speaker for economic and social matters, Mathias Middelberg, took during the debate on the budget law on January 30th. A few weeks later, Friedrich Merz, Head of the CDU, unmistakably stated, addressing the social democrats (Tageszeitung, 23rd May 2024): “If we consider the whole budget for social expenditures as untouchable, and we are talking here about more than the half of the federal budget, then every discussion is meaningless … we can find financial resources only if savings are carried out elsewhere.”

But what can be the “facts” contradicting CDU’s narrative according to Mr Fratzscher?

First of all, the total of the state contributions (including administration costs) to the total social expenditure as a percentage of GDP had been decreasing until the Covid crisis (from 10,9% in 2011 to 10,4% in 2018) and have returned to the initial level afterwards (10,9% in 2022, according to the last available Sozialbudget). A further decrease is expected for the year 2023. As a matter of fact, Germany is far from experiencing a steep increase in social costs, as some politicians claim, strikingly making most of the time reference only to absolute figures.

Secondly, the single components of social expenditure are not expected to show in the future, despite all discussions, uncontrollable upward trends, even the most contentious of them – pensions. Although the working-age population is expected to decrease further, the latest projections (EU Aging Report 2024) show that the German pension expenditure as a ratio to GDP should increase by an unproblematic 0.8% by 2050 and by 1.2% until 2070, still significantly ending lower than its level in 2000. Actual figures confirm, as the following chart shows, that pensions have been under control and that their recent spike due to Covid has been decreasing after a peak in 2020 (2023e: 11.9%), not too far from the level at the start of the last decade. Also, contributions from the state budget into a pay-as-you-go system have hovered at around 2.6%.

It is also worthwhile to mention that the country has a relatively large room for manoeuvring since German pensions are well below the average European level, as shown by the following chart:

Lastly, the strong effort of the German government to contain social expenditure is best demonstrated by the evolution of social expenditure at the Federal level (the “Bund” level), i.e. by the aggregates which it can directly influence. Its ratios to GDP and total Federal expenditure were in 2023 at the lowest level since the beginning of the last decade.

But what is the amount of the investment needed by the state to restore the neglected and ailing infrastructure of the country, and which should, according to the conservative parties, be made possible in the first instance by limiting the social expenditure at the charge of the state budget?

The iW (Institut der deutschen Wirtschaft) together with IMK (Institut für Makroökonomie und Konjunkturforschung) has recently gone through this exercise updating a study prepared in 2019 by H. Bardt et al. and came up with a total amount of appr. € 600 bn[i] to be allocated during a 10-year period, i.e. € 60 bn yearly (at 2024 prices).[1] It is immediately apparent that such an amount, which would i.a., not include accompanying increases in current outlays and is considered by the authors of the short study to be at the low end of an estimate, cannot realistically be funded to an appreciable extent through a reduction in the charge to the state budget for social expenditure (€ 424 bn in 2022 – source: Sozialbudget). 

It is not a coincidence that the line of attack for savings in the social expenditure has had the Bürgergeld (citizen’s benefits – i.e. transfers to long-term unemployed or low-paid workers) as its main target since their beneficiaries, contrary to pensioners, are basically not among the supporters of conservative parties. 

In fact, contrary to what has been often claimed[ii], Bürgergeld (previously: Hartz IV) transfers are by definition consistently below minimum salaries as they are strongly linked to inflation on the base of a basket of goods and services  (end of 2023 it included approximately just a 4% improvement in real terms since 2005, the year of inception of the related law[iii]). As a matter of fact, the number of beneficiaries is presently 1 million below the situation of ten years ago, i.e. down to appr. 5.5m despite a 0.7m inflow of Ukrainian refugees in 2022, and, significantly, the charge to the state budget has been reduced from 1.8% of GDP in 2010 to 1.2% in 2023.

While being perfectible as any law or scheme, the Bürgergeld/Hartz IV shows a reasonable functioning not only regarding the unemployed in general but also refugees who have access to the benefits after 18 months from arrival in the country. A very recent study by the Federal Ministry of Labour and Social Affairs shows, in particular, that the employment rate of refugees reaches 86% after eight years in the case of men (only 33% in the case of women, but also on the rise), 4% higher than the employment rate of the German men population.

Going back to the issue of the investment need in infrastructure there is no practicable way than using debt in a sustainable way and banking by the time on additional growth generated by investments and productivity improvements.

The above-mentioned iW study remarks that an extra 1.5% debt generation above the (very modest) 0.35% debt break (Schuldenbremse) necessary to finance the yearly € 60 bn investments in the framework of a special fund, as also industry associations are asking for, would still allow an appreciable reduction of the state debt well below 60% of GDP, the Maastricht limit for state indebtedness (present level in Germany: 63%).

🎙️Voices of Progress: Essential Podcasts for the Upcoming EU Elections

📑 Fresh Perspectives: Recent Articles from Progressiva

The creeping worsening of the environmental and energy crisis, accompanied by a remarkable acceleration in the development of new technologies, forces a reprioritisation of the political discourse of left-leaning parties. Issues linked to economic growth and sustaining the immense demand for investment in new technologies are taking precedence over traditional concerns for a fairer income and wealth distribution. This can be considered one of the main reasons for the decreasing electoral success of social democratic parties, with many voters doubting the ability of politicians to competently manage the economy in such a demanding time, while individual economic stress drives many to embrace the opportunistic policies of populists.

Projections regarding the future need for energy are constantly growing. For example, the US Energy Information Administration-EIA presently foresees an increase in the global demand for electricity of up to 75% by 2025 compared with 2022. Among the main drivers of demand growth are Artificial Intelligence and green hydrogen production, key technologies for addressing the climate crisis. But western economies appear to be mired by slow productivity growth, limiting the ability to sustain new investments – including the accumulated backlog to maintain and improve transportation infrastructures, health facilities and schools. To complicate things further, the risk-adjusted cash-flow projections of new technology endeavours are often not sufficiently attractive for private investors – at least in the initial stages – calling for intervention by the state that places additional strain on its limited financial resources.

The state must be an active agent in the transformation of the economy – not in the old way of a direct commitment via state-run enterprises, but by supporting the economy through adequate financial and regulatory incentives. Experience from the US suggests that high multipliers may induce strong private investments alongside state interventions – as shown for instance, by the CHIPS and Science Act of 2022, where just half of the US$ 39bn federal investment spent so far has already triggered private investments in the amount of US$ 324 bn (Financial Times, April 25th, 2024). Additional pressure for Europe to act comes from the risk of falling even further behind the leading economies of the US and China, which are already investing heavily in key technological areas.

Such a role for the state clearly exceeds the neoliberal ideal of a neutral state that is principally committed to guaranteeing a level playing field in an unfettered market, with little or no own financial involvement, and the free and smooth functioning of finance, while targeting under all possible circumstances a balanced budget. This approach appears to be one or two sizes too small in the present situation, where the environment and „other gangs of brutal facts“, as Walter Lipmann used to say, do not allow us to wait for the miraculous action of the invisible hand (which is not so powerful as wished in all circumstances). We also shouldn’t forget that the neoliberal definition of the state’s role is by no small measure the projection of intentions. Reality has always looked somewhat different, forcing us to detour from the ideal in service of the disrespectful ups and downs of the economy, as well as – importantly – the will of some actors.

The present discussion in Germany about the fiscal budget exemplifies how inadequate past rules have become if applied with unabated stringency. Much needed improvements in the economy cannot be achieved by handling crucial investments in the same manner as ordinary expenses, to the extent that they are sacrificed to the main goal of a balanced budget (the famous „schwarze Null“, the black zero) without considering that productivity and growth depend upon them. The answers of the conservative parties promise just the same as the past, i.e. no real solution to present problems.

Does all this mean that a fairer income distribution is so overwhelmed by the pursuit of growth that it has lost its importance? Not at all!

If the growth of a country in a climate neutral economy is a precondition for the future prosperity of its population, as it is indeed, a fair income distribution is not only essential for a just society offering equitable rewards to its people, but also a requisite for its cohesion, which is never more indispensable than in a phase of swift transition. Here, too, the neoliberal recipes reveal their shortcomings, allowing all too often for the kind of increase in inequality that is contributing to the present drive of populism.

Despite their lately unsatisfactory performance, the progressive parties – and in particular the social democratic family – are best placed to take up the challenge of combining eco-friendly economic growth with an equitable society. Their traditional attention to the ordinary citizen and the weaker part of society makes them the natural advocate of such policies.

For examples of how social, economic and ecological needs can be combined into a set of coordinated guidelines for future policies, we may look to the programme of the German SPD (Social democratic Party of Germany) for the pending European elections.

Key points from the party’s industrial strategy provide an idea of the route they are proposing to take:

• Continue and strengthen the industrial strategy started with the Green Deal Industrial Plan (Feb. 2023) within the framework of a location and resilience policy – this with the consensual participation of the main social actors.

• Intensify support for innovative and promising industries concentrating the efforts in selected areas, in particular green hydrogen, e-mobility, battery technology, wind and solar power, biotechnology.

• Complete the European Energy Union and structure an energy market with an offering at affordable prices for service users.

• Strengthen the European ETS-Emissions Trading System.

• Protect the European market from unfair competition.

• Improve regulations and shorten planning processes.

• Allow for a substantial increase in the skilled and professional labour force a.o. thanks to a better immigration regulation.

This strategy is to be pursued in a socially responsible manner, ensuring safe workplaces and social prosperity. An international dimension is also added, calling for an increase in international aid to economically weak countries as these are hit more severely by the climate crisis.

Two important remarks are to be made here about the above economic proposals:

• The main attention is still addressed to industrial production, while other economic value creating and increasingly important activities, in particular those related to the digital economy, attract little consideration.

• No significant mention is made of the NextGenerationEU programme which is due to end in 2026. This is an additional confirmation that there still is no inclination to allow for the direct issuing of new debt by the European Union, while expressing support for new dedicated fiscal revenues. These two sources of finance appear to be considered as alternatives rather than complementary.

But there is more than that. As Peter Bofinger explained in a recent article (“Time for supply-side policy”, Social Europe; https://www.socialeurope.eu/time-for-supply-side-policy-thatcher-versus-schumpeter), we are not experiencing the situation of a depressed economy with high unemployment rates, where typical Keynesian demand-driven stimuli could be required. A transformative supply policy, as presently exemplified by the US administration, is needed instead. This calls for interventions in selected production areas to be carried out to support investments, rather than relying on the market-liberal supply policies which, contrary to imaginary trickle-down expectations, have not increased investment. Increased liquidity from the tax reductions of the last 20-30 years was instead poured into financial markets, to the benefit only of the wealthy by driving up valuations.

The approach proposed these days in Germany by conservative parties can have no other outcome than more or less heavy reductions in social spending to compensate for higher outlays by the state elsewhere, as long as the strict debt brake (“Schuldenbremse”) is maintained (allowing max. a 0,35% state deficit on GDP). This is, by the way, what Carsten Linnemann of the CDU (Christian Democratic Union) has repeatedly and explicitly been saying: to allow for investments, social spending has to be reduced.

The German SPD chancellor, Olav Schloz, has just recently supported the finance minister, Christian Lindner of the liberal FDP (Free Democratic Party), in keeping a strict debt brake against the coalition partners of the Green party, saying: „It’s time that we all sweat“. Although the majority of Germans are actually in favour of keeping the debt brake as it is, it is a fact that such a decision is already now a clear obstacle to bringing about the “Doppelwumms” (double bang, so called by Mr Scholz) needed to reinvigorate the German economy.

I should add here that the Programme adopted by PES (Party of European Socialists) at its election Congress in March („PES Manifesto for the 2024 European elections“) unfortunately doesn’t contribute much in the area of public finance and industrial policy, preferring to concentrate on social and rights issues with green input elements („1. Solutions for a better quality of life“, „2. Solutions for open and democratic societies“, „3. Solutions for a fairer world“).

The situation requires a bolder approach than what we presently see in order to realise the social policies brought forward.

The event, organised by Progressiva in collaboration with the Ettore Luccini Study Center, brought together prominent figures in the fields of AI, politics, and philosophy, including Brando Benifei, head of the Democratic Party at the European Parliament. He shared his insights on the recently approved European AI regulation, highlighting Europe’s pioneering approach to technology regulation.

Artificial intelligence is a disruptive technology that is changing the world we live in. Its implications for society are profound and complex, affecting various aspects of our lives, from work to privacy, security, and ethics. Here are some reflections from my introductory speech.

👾 The Ethical Risks of AI

Luciano Floridi, Professor of Philosophy and Ethics of Information at the University of Oxford describes the advent of AI as a digital revolution comparable to the Industrial Revolution due to the breadth and depth of changes it is causing. A McKinsey study predicts that by 2030, 30% of working hours in the United States could be automated through AI, a prospect that raises significant ethical questions. Considering that this transition is just six years away, it’s essential to address these scenarios starting from the very definition of AI.

Floridi explains in his book that AI is a third-order technology. First-order technologies are those that stand between humans and nature, like an axe used to cut down a tree. Second-order technologies stand between us and another technology, such as the engine that allows us to drive a car. In the case of AI, we’re dealing with a third-order technology, one that stands between one technology and another, completely eliminating the human factor. This removal of the human element entails a series of ethical risks that are crucial to address.

AI’s Potential and Ethical Concerns

Many have spoken about the risks of AI, starting with Stephen Hawking, one of the greatest physicists of the 20th century, who stated that AI “could be either the best or the worst thing to happen to humanity.” Recently, Sam Altman, CEO of OpenAI, which developed ChatGPT, highlighted the urgency of an ethical approach to AI development at the World Economic Forum. ChatGPT, currently the most advanced AI platform, is widely used despite being a prototype, especially in education. Regulators aren’t even attempting to ban its use, recognizing its reality and focusing instead on regulating its usage to prevent the most problematic consequences. For example, efforts are being made to ensure ChatGPT doesn’t become “cheat GPT,” making it a supportive tool for students rather than a means to cheat.

Regulation and the Role of Europe

During the debate, we extensively discussed with Brando Benifei how the European Union has taken a leading role in AI regulation, focusing particularly on privacy protection and safeguarding human dignity. This commitment reflects an increasing awareness of the importance of a regulatory framework that guides AI development towards social benefits while mitigating associated risks. In a subsequent article, I plan to summarize our discussion and explain where we stand and the future challenges that Brando and his colleagues will face to implement this regulation.

Philosophical and Socio-Economic Considerations

One significant topic is how to set rules for AI usage. Talking with a friend who works in automation at one of the Big Four consulting firms, he mentioned that the technical skills on which we’ve based much of our education over the past 50 years might become secondary, as AI could effectively replicate those skills. Instead, what AI cannot replicate are human capacities developed through a humanistic education.

The importance of a new Humanism and the challenge for progressives are critical. The progressive world is at a crossroads: the need to defend society from AI’s pitfalls versus the urgency to harness its potential for collective improvement. This requires an organic vision and a clear agenda on this topic, integrated into a broader vision of how society and the economy should be reorganized. The lack of such a vision is one of the main problems for progressive parties at both the Italian and European levels.

Progressives have been on the defensive since the 1980s, when the collapse of the Soviet Union led many to believe that there was no viable alternative to capitalism. Since then, the progressive world has largely split into two currents: those who have uncritically embraced the European project without attempting to improve it, and those who have entirely rejected this model. An example of this dichotomy is the recent movements like Mélenchon’s in France, which illustrate a broader trend among progressives to resist change and regain control over production and decision-making processes through locally centered governance.

The Need for Visionary Politics

Nick Srnicek and Alex Williams discuss this trend in their book, "Inventing the Future," a highly influential text among students and young people. They term this trend "folk politics," which emphasizes the value of localism and small-scale production and organization practices, often viewing modernity as something to resist rather than integrate.

Movements like Occupy Wall Street, anti-austerity campaigns, and numerous climate change initiatives often embody this vision, prioritizing the local and the concept of Zero Kilometers. While these principles are essential, they risk losing the ability to envision a radically new and better society—a central capability in socialist, progressive, and communist thought. "Inventing the Future" urges the progressive world to rediscover and renew this visionary capacity, moving beyond folk politics to embrace social transformation that boldly addresses the challenges of modernity.

In conclusion, the progressive world has long been on the defensive, rejecting modernity when it should be the foundation of progressivism. At Progressiva, we believe it’s time to go on the offensive, creating a new, organic vision and progressive agenda at the European level. This agenda should provide a comprehensive view of these evolving phenomena, guiding change and using it to benefit everyone, thereby creating a better society and world.

The advent of AI calls for a new Humanism, one that places humans at the centre of development and values human and philosophical capacities. Progressives face the challenge of developing an alternative societal project to neoliberalism, capable of responding to AI’s challenges and leveraging its potential for the benefit of the many, not the few. While this is a complex issue that goes beyond a single event or article, the event in Padua on February 13, 2024, contributed to this discussion, offering reflections and opening new avenues for dialogue. It’s crucial to continue this conversation to find the best solutions for a fairer and more sustainable future. AI has the potential to improve our lives, but it must be developed and used responsibly. Through a renewed Humanism that exalts human virtues and thought, we can guide AI development to contribute to building an equitable and sustainable society for all.

Considering the growing disconnect between public institutions and the people, we should be asking how and to what extent the EU materially impacts the life of its citizens instead of dwelling by default on higher level questions. Expert-led discussions of complex and controversial issues are out of touch with the everyday challenges of ordinary people, contributing to Euroscepticism. But in some areas where the EU has had a more tangible impact on citizens’ well-being, it is also more positively perceived. With this in mind, I sought out the perspective of those who are immediately in charge of running the affairs of municipalities. I spoke with Jacek Jaśkowiak, a member of the Polish Civic Platform and since 2014 mayor in Poznań. He generously and thankfully consented to an interview, which I have condensed in this review.

Poznań is Poland’s fifth largest city with about 540 000 inhabitants and about 800 000 in the greater metropolitan area. The city is traditionally a liberal champion in the Polish political landscape – this thanks in part to a large and vibrant university population of about 120 000 students and graduates. The International Fair Organisation which has been in existence for 85 years is a further tangible token of Poznań’s openness to the world. The town has been a democratic “bastion”, as Mr Jaśkowiak proudly says, during all the eight years of PiS (Prawo i Sprawiedliwość, Law and Justice) government. This stance is made possible thanks to a considerable degree of economic independence from the central administration. About two thirds of the revenues of the municipality originate from autonomous fiscal sources, while state transfers are relatively protected by Constitution rules from the whims of the government.

Profiting from the attractiveness of the economic and social environment, Poznań has not only been able to attract substantial investments from large industrial groups like Volkswagen and Bridgestone, and enter into important partnerships such as with Veolia, but also benefited from the efforts of a wide range of small to medium-sized companies. As a result, the unemployment rate is presently down to an astonishing 1 per cent while per capita income grew 14 per cent in the 5 years to 2022.

Against this general background, the administration has taken much care in fostering the welfare of its own people. Last year, an additional 230 million Euro was invested in a full renovation of the water distribution system, half of which was financed with EU money. A further 200 million Euro was committed to strengthening and modernising the transportation system. Presently, 57 electric and 25 fuel cell buses are in operation, and the cycleway network has been enlarged two-and-a-half-fold since 2015, from 136 kilometres to 333 kilometres, with the number of people actively cycling increasing from just 2 per cent to 12 per cent of the population. The greening of the municipality is also underlined by the intensive reforestation activity, which has seen the planting of some 410 000 new trees during the last 9 years, from a total of 3 million existing units.

Particular priority has been given to housing. The number of outstanding dwellings went up 17 per cent, from 251 000 units in 2015 to 293 000 at the end of 2022, thanks to a substantial acceleration of construction activity with a peak in 2021 (6 500 new units compared with. 3 600 units in 2015).

In this picture, the EU has played an essential role in providing finance for key projects. 370 million Euro in financial support has been contributed since 2015 for a new tram line connecting the north side of the town with its centre and the renovation of the main tram line connecting the eastern part. The Cohesion Fund has also provided 82 million Euro for a waste-to-energy project, and a further project is presently underway allowing the utilisation of heat from Volkswagen facilities in Poznań to service some 4 500 families.

The visibility and the very tangible character of the projects have enormously helped the municipal administration in its relationship with the population, which has quickly been able to take notice of the progress made in their town. A considerable effort has been made to stress the link with the European Union in contact with the press and other public environments. Connecting the improvements that have been achieved in the everyday lives of the people with successful and easily identifiable projects has greatly helped, as Mr Jaśkowiak stressed in the interview, to reshape the perception and “way of thinking” of the people, countering the effects of hardships encountered in the early post-communist era. The collapse of a large part of the economic fabric of the country while foreign investors first entered Polish markets had caused particular stress for older people as well as for the people living in rural areas and in smaller towns.

When asked about what could be improved in the EU offer, Mr Jaśkowiak stressed his satisfaction with what had been done so far but also the need for a larger scope of action considering the host of issues in Europe that so patently go well beyond national borders. He also stated that processes have to be designed and implemented in order to protect decision-making from the will of small and uncompromising minorities or even a single influential partner.

The picture is not yet entirely rosy in Poznań, which continues to experience a slowly declining population, but a forceful and positive lesson can be learned. Poznań’s municipal government has concentrated on delivering tangible results with substantial assistance from the European Union. But more than this, local leaders have effectively communicated the improvements to citizens’ everyday lives and the role the EU has played, making a solid case for “more Europe” in their interactions with the people.

In her article commemorating the 25th anniversary of the euro, Christine Lagarde highlights the currency's role as a unifying force in European integration and a stabilizer in the face of global economic challenges. As a progressive platform, Progressiva recognizes the significance of the euro in fostering unity and stability within the European Union. The euro has indeed been a monumental step in bringing European nations closer, serving as a symbol of collective identity and economic integration.

However, from a progressive standpoint, it's crucial to acknowledge both the achievements and the limitations of the euro and the broader economic policies of the EU. The euro's success in establishing itself as the second most important currency globally is noteworthy. It demonstrates the potential of cooperative economic policies and a shared vision. The European Central Bank's commitment to price stability and its response to various crises, including the recent pandemic and geopolitical tensions, underscore the importance of a centralized monetary policy that can adapt to changing global circumstances. And globally, there is also the possibility of the euro becoming the lender of last resort. A lender of last resort is an institution, usually a central bank, that provides funds to financial institutions facing financial difficulties or crises, to prevent their failure and the subsequent negative impact on the economy. This role is crucial in maintaining financial stability, as it ensures liquidity in times of financial distress.

Historically, currencies like the British Pound and the US Dollar have played this role at a global level. Their central banks, the Bank of England and the Federal Reserve respectively, have acted as lenders of last resort, not only within their own economies but also in the international financial system. This role has significant geopolitical and economic implications, as the currency of the lender of last resort often becomes the preferred medium for international transactions, enhancing the issuing country's global influence.

Currently, the Euro, the US Dollar are the major currencies with significant global circulation. As noted by economic historian Barry Eichengreen, the currency that emerges as the dominant global lender of last resort could shift the geopolitical balance of power. If the Euro were to assume this role, it would indicate a significant increase in the EU's influence in global finance, potentially leading to shifts in geopolitical alignments and strategies.

However, for the Euro to become a global lender of last resort, the European Central Bank (ECB) and the Eurozone's financial institutions would need to be prepared to provide liquidity in times of global financial crises. This would require not only robust financial mechanisms and reserves but also a significant level of political and economic integration among EU member states to support such a role effectively. The Euro's ability to become a global lender of last resort would reflect the EU's collective economic strength and political unity, underscoring the importance of continued integration and cooperation within the EU. And at the moment this is impossible due to the limited integration and excessive economic constraints of the stability pact, which in a monetarist/ordoliberal perspective is more worried with financial stability than with playing an important geopolitical role.

This opens to the more general limitation of the euro and the EU's economic framework, which also face significant challenges. One of the critical issues is the economic disparity within the Eurozone. While the euro has brought benefits, it has also highlighted and sometimes exacerbated economic inequalities between member states. This disparity stems from differing economic structures, labor market conditions, and fiscal policies across the EU. It was only 10 years ago when Martin Wolf on the Financial Times was pointing out that imbalances of a system that seemed relly to serve only Germany. Now, while the situation is probably more complex in the moment in which a common currency is adopted, redistributive fiscal policies are necessary among members states, or rather economically more developed regions and regions with a higher unemployment rate.

To address these challenges and make the EU and the Eurozone more equal and cohesive, several policy changes and initiatives are necessary:

1. Fiscal Integration and Solidarity: There's a need for deeper fiscal integration, allowing for more coordinated economic policies and fiscal transfers between member states. This would involve not just shared monetary policies but also harmonized fiscal policies that can support underperforming economies and reduce inequalities.

2. Investment in Social Programs and Infrastructure: Progressive policies should advocate for increased investment in social programs and infrastructure, especially in less developed regions of the EU. This approach would help balance the economic scales and bring more equitable growth and prosperity to all member states.

3. Strengthening the Banking Union: As Lagarde suggests, completing the banking union is crucial. This step would ensure a more resilient banking sector that can better support economic stability and growth across the Eurozone, particularly during financial crises.

4. Green and Digital Transformation: Investing in green and digital sectors is essential for future growth. The EU should leverage its collective strength to lead in these areas, ensuring that the transition to a green and digital economy is inclusive and beneficial to all member states.

5. Greater Political Integration: While the Eurozone has a unified monetary policy, the lack of political integration sometimes hinders comprehensive and cohesive economic strategies. Strengthening the political union could facilitate better coordination and implementation of economic policies.

In conclusion, while the euro has been a significant achievement for European unity and stability, addressing the current challenges requires a progressive approach that focuses on greater economic, fiscal, and political integration, along with a commitment to social equity and sustainable growth. Progressiva, with its vision of a united and progressive European Union, advocates for these changes to ensure that the benefits of the euro and EU membership are shared by all Europeans.

In the intricate fabric of contemporary society, critical issues emerge that demand our attention and collective action. Among these, bullying, transphobic discrimination, and gender violence represent urgent challenges. This article will delve into these phenomena, analyzing their underlying causes and proposing solutions to build a more inclusive and respectful community.

Bullying, whether physical or verbal, is a pervasive phenomenon that affects individuals at every stage of life. In schools, workplaces, and online spaces, victims often grapple with isolation, depression, and sometimes severe physical consequences. Awareness and education are fundamental in combating this scourge, encouraging reporting, and promoting anti-bullying programs in institutions.

When it comes to transphobic discrimination, it is imperative to break the chains of intolerance. Transgender individuals frequently face pervasive discrimination that undermines their dignity and psychological well-being. Raising awareness and educating people about transgender issues are crucial steps in breaking down prejudices and fostering acceptance. Furthermore, the creation of anti-discrimination policies in workplaces and institutions contributes to a more inclusive environment. This extends to sports, where discussing uncomfortable but essential topics forms the basis of the fight against discrimination.

Shining an ever-brighter light on gender violence, which predominantly affects women, is crucial. We must not only talk about it after catastrophic events but invest in prevention, understand and unearth the lingering biases of patriarchal culture that objectify and marginalize women. Awareness campaigns, educational projects, and sensitivity training regarding the differences in others, teaching empathy, empowering women, and establishing support networks can help combat this issue. Additionally, it is essential to implement stringent laws and ensure that victims have access to support services and justice.

Thanks to the foresight of the Municipality of Padua and the associations Progressiva, Muoversi in Libertà, Break the Silence Italia, and the Spolato center in Padua, workshops have been organized for primary and secondary schools and the community to understand and combat these discriminations. These workshops have taken place at the Pi.Erre Center, an after-school program in Padua, addressing the themes of bullying and disability awareness. Upcoming events include:

Friday, November 24th: "Break the Silence: Quiz on Gender Violence Awareness," at 6:30 PM at Anima Underground in Padua.

Sunday, December 3rd: "International Day of Persons with Disabilities - Self-determination and Freedom of Choice," at Rita Levi Montalcini Hall, via Madonna del Rosario, 148, from 3:00 PM to 5:00 PM.

In conclusion, the key to a better future in successfully addressing bullying, transphobic discrimination, and gender violence is investing in education. Schools and institutions must incorporate programs that promote understanding, diversity, and empathy.

Only through awareness, education, and action can we hope to create a society in which every individual can live without fear of judgment or mistreatment. It is time to break the chains of intolerance and work together towards a fairer and more inclusive future.

November 20th is the International Transgender Day of Remembrance, a day to remember the victims of gender-based hatred and prejudice. It is crucial to reflect on concrete steps towards encouraging inclusivity from a young age, in order to build a society where every individual feels valued and respected.

Il bullismo, sia fisico che verbale, è un fenomeno dilagante che colpisce individui in ogni fase della vita. Nelle scuole, nei luoghi di lavoro e online, le vittime si trovano spesso a fronteggiare l'isolamento, la depressione e talvolta gravi conseguenze fisiche. La consapevolezza e l'educazione sono fondamentali per combattere questa piaga, incoraggiando l'emissione di segnalazioni e promuovendo programmi anti-bullismo nelle istituzioni.

Per quel che riguarda le discriminazioni Transfobiche è necessario rompere le catene dell'Intolleranza. Le persone transgender affrontano spesso discriminazioni trasversali che minano la loro dignità e il loro benessere psicofisico. La sensibilizzazione e l'educazione sulle questioni transgender sono cruciali per abbattere pregiudizi e promuovere l'accettazione. Inoltre, la creazione di politiche anti-discriminazione nei luoghi di lavoro e nelle istituzioni contribuisce a creare un ambiente più inclusivi. Ma non solo nei luoghi di lavoro, anche nei luoghi dove viene svolto lo sport, si può davvero avere l’occasione di parlare di temi, per qualcuno scomodi, ma che sono alla base della lotta contro le discriminazioni.

Portare sempre di più alla luce la violenza di genere, che colpisce prevalentemente le donne. Fare in modo non solo di parlarne dopo che accadono questi eventi catastrofici, ma prima, investire sulla prevenzione, comprendere e stanare quelli che sono ancora i preconcetti della cultura patriarcale che vede la donna come oggetto, come debole. Campagne di sensibilizzazione, progetti educativi e di sensibilizzazione verso l’altro diverso da, istruire all’empatia, l'empowerment delle donne e la creazione di reti di supporto possono contribuire a combattere questo problema. Inoltre, è essenziale implementare leggi rigorose e garantire che le vittime abbiano accesso a servizi di supporto e giustizia.

Proprio grazie alla lungimiranza del Comune di Padova e alle associazioni Progressiva, Muoversi in Libertà e Break the Silence Italia e il centro Spolato di Padova, sono stati promossi dei laboratori rivolti alle scuole primarie, secondarie e alla collettività per conoscere e combattere queste discriminazioni.

I vari laboratori si sono svolti presso il Centro Pi.Erre, programma di doposcuola a Padova, e hanno affrontato i temi del bullismo e di sensibilizzazione verso le disabilità. I prossimi appuntamenti saranno:

- venerdì 24 Novembre “ Rompi il silenzio: quiz sulla consapevolezza alla violenza di genere, alle ore 18,30 presso Anima Underground di Padova;

- Domenica 3 Dicembre presso la Sala Rita Levi Montalcini, via Madonna del Rosario, 148 Torre dalle ore 15 alle 17 “ Giornata internazionale delle persone con disabilità- autodeterminazione e libertà di scelta”.

Per concludere: la chiave per un futuro migliore per affrontare con successo il bullismo, le discriminazioni transfobiche e la violenza di genere, è investire nell'educazione. Le scuole e le istituzioni devono integrare programmi che promuovano la comprensione, la diversità e l'empatia.

Affrontare il bullismo, le discriminazioni transfobiche e la violenza di genere richiede uno sforzo collettivo e continuo. Solo attraverso la consapevolezza, l'educazione e l'azione possiamo sperare di creare una società in cui ogni individuo possa vivere senza paura di essere giudicato o maltrattato. È tempo di rompere le catene dell'intolleranza e lavorare insieme per un futuro più equo e inclusivo.

Il 20 novembre è la giornata mondiale della memoria transgender, per ricordare le vittime dell’odio e del pregiudizio di genere ed è importante fare una riflessione che vada verso una direzione concreta dove l'inclusività sia incoraggiata fin dalla giovane età, per costruire una società in cui ogni individuo si senta valorizzato e rispettato.

Zunächst einmal möchten wir uns herzlich bei Ihnen bedanken, dass Sie Progressiva verfolgen und unterstützen. Dank Ihrer Zeit- und Geldspenden konnte das Projekt Progressiva im vergangenen Jahr wachsen. Alles begann mit einer Gruppe junger Menschen, die an eine vereinte Europäische Union glaubten, die für gleiche Chancen und Nachhaltigkeit kämpft. Jetzt sind wir bereit für den nächsten Schritt mit ProgressivA.

In den ersten Jahren wurde der Verein durch seine Freiwilligen, die Inhalte und Ideen beisteuerten, am Leben erhalten. Nun ist ProgressivA ein offiziell eingetragener Verein mit einer ordnungsgemäßen Verfassung und einer demokratischen Struktur.

Primero que todo, queremos agradecerles por seguir a Progressiva y a todos aquellos que nos han apoyado, donando su tiempo y dinero a este proyecto. Gracias a todos ustedes, el proyecto Progressiva ha crecido durante el último año. Todo comenzó con un grupo de jóvenes que creían en una Unión Europea unida, luchando por una economía que buscase igualdad de oportunidades y sostenibilidad en 2020. Ahora estamos listos para el siguiente paso con ProgressivA.

 Manifesto in brief

ProgressivA is a European think tank born from the need to renovate the political discourse in Europe, exploring new ways of communication to help align people’s needs and demands with political goals. ProgressivA aims to shape a new, common identity for European, cosmopolitan progressives which is inclusive and representative of the working class, and to offer concrete solutions to real social issues throughout the world. We are a grassroots think-tank, so our identity and positions will be shaped by our members as a collective, but in this manifesto we define the goals and values that will underpin our work.

Our goals

Our goals address what we see as three major problems in progressive politics today.

1. A progressive identity. We live in a world of ‘single-issue politics’, where people fight for specific causes and not a coherent, integrated vision for the world. Populist parties create programs that contain, at the same time, both progressive and conservative agendas, but generally propose the return to national sovereignty as a remedy for the 'evils' of globalisation. These sovereigntist messages, which depict the European Union as a scapegoat for all sorts of problems, are clear, powerful, and capable of mobilising the anger of regular citizens who have been left behind by the European liberal elite. To counter populism and single-issue politics, a new progressive identity for Europe is needed so that people are motivated to vote not issue by issue, but based on a sense of belonging to a progressive movement that is bound to a coherent and ambitious vision of the world and the future.

2. A progressive path for the process of European integration. The European Union as a liberal project has failed to deliver its promises. Make no mistake, the EU has delivered what was most needed in the 1940s: peace in Europe. But this is not enough. The EU has been floundering in recent years as it prioritises economic growth, leading to a socially fractured union. The project of European integration should not be left to liberals, and progressives cannot fool themselves into thinking that a return to national sovereignty is the answer to the EU’s problems. Many of the challenges that we collectively face, from the climate crisis to the maintenance and expansion of welfare systems, require European and global cooperation to be dealt with effectively. European integration should, instead, be based on greater political unity and concrete common policies which support a coherent progressive vision that can win back the hearts of European citizens.

3. Open communication. Progressives are no longer capable of speaking with the people who should constitute their natural base of voters, namely: the working class and the less fortunate members of society; the unemployed and young generations; the small business owners and the self-employed. Many people in these groups see progressives as an intellectual caste, detached from reality and from the daily problems or regular citizens. Arbury Road wants to embark on the difficult, but by no means impossible, journey to re-establish a popular identity for progressives. We will do so by writing and speaking in plain language, by meeting with regular people and listening to their needs and demands, and by working to represent the population of Europe rather than a small intellectual minority.

Our values

Connecting citizens’ individual struggles to a coherent identity and vision requires values that encompass diverse but compatible ideological views that can together fight neoliberal and fascist ideas. The goal is to create an atmosphere of mutual understanding and open discussion, where we respect people’s opinions, and where different points of view are analysed rather than criminalised, in order to reconnect progressives with the popular strata. 

Respect. It seems banal, but it’s not in today’s politics. Arbury Road is a place of mutual respect where the atmosphere of discussion is always open-minded. Too often, on all sides of politics, beliefs are represented as dogmatic truth. We believe that we should try to understand each other.

Solidarity. Respect is not sufficient. We need a world that is based on solidarity. Solidarity between classes, between genders, between nations, and groups. We are all human.

Dignity. Every human being on this planet deserves to be valued, respected, and treated with dignity regardless of how they look, where they come from, or how they think. Ethics plays a major role in ensuring people are treated with dignity and Arbury Road is dedicated to providing an ethics-based approach to every activity we carry out. You will not find content that discriminates, nor will you find activities that are carried out in bad faith. We will always strive to make the world a fair, ethical and dignified place.

Efficiency. Progressive often fail to stress the importance of efficiency. We believe that the public sector and public investment should play a fundamental role in the economy, to create a better and more equal society that does not leave anyone behind. At the same time, this can only be achieved if public services are efficient. In the past, progressives have lost time defending old, anachronistic, and inefficient public bodies. Today there are no more excuses. We have technologies which enable us to find one-click solutions, placing people’s needs at the centre of government instead of making citizens and civil society adapt to bureaucratic constraints. Efficient services save money which can be redistributed and used to finance the welfare state and social programs, increasing equality and societal wealth.

Community. We value the European community but also local communities, and rediscovering what brings us together. Being a community means to share a series of norms, values, customs, identities. These are partially inherited, but also need to be built. We have a common European heritage, made by art, culture, music, and cooperation, but also a common past of wars, destruction, and colonialism to redeem.

Transparency. In Today's world, it can be difficult to process and evaluate all the information that we receive. For this reason, transparency is even more fundamental than in the past. The operations of Arbury Road will always be open to its members, who are also its owners, and to all whom we communicate with.

On the basis of these goals and values, we invite members to contribute to our full manifesto, where we establish our positions on the Environment, Equality, Circular Economy (labour market & welfare), Education, Human Rights, Technology & Innovation, Sustainable Agriculture, a model for European Integration, and a vision for Europe’s role in the world.

Those present call Paco Ruzzante to chair the meeting, who in turn appoints Giorgia Cazzola as Secretary. The President illustrates the reasons that led those present to promote the establishment of the Association and reads the Statute of Association which, after extensive discussion, is put to the vote, approved unanimously and attached to this act under the letter "A". The Statute establishes in particular that membership of the association is free, that its functioning is based on the will democratically expressed by the members, that the social offices are elective and that any profit-making purpose is absolutely excluded. Those present resolve that the Association be called "Progressiva" and that it has its headquarters in Padua (PD) via Campidano 3 A. The voting of the social offices takes place, as provided for in the Statute approved above and the members of the provisional Board are elected which will be modified or ratified pursuant to the Statute in subsequent specific elections: Paco Ruzzante (President). Arturo Winters (Treasurer) and Giorgia Cazzola (Secretary). The President is authorized to carry out all the procedures necessary to achieve the company's objectives. As there is nothing else to decide, the President dissolves the meeting.

Article 1-Name, headquarters, duration.

1.1. In compliance with the articles. 36 et seq. of the Civil Code, the Association called "Progressiva" is established with headquarters in Padua (PD), via Campidano 3A.

1.2. The duration of Progressiva is indefinite.

Article 2-Symbol

2.1. The symbol of the Association will be defined at the first meeting. The symbol will be used in accordance with this Statute and its use may also be authorized in conjunction with the symbols of other associations.

2.2. Any decision regarding the use of the symbol is the responsibility of the Board of Members. 

2.3. Changes to the symbol and name of the Association are approved by the Assembly, upon proposal of the Board of Members, with the favorable vote of the absolute majority of Members entitled to vote in accordance with articles 8.10.

Article 3-Object, purpose and activity.

3.1. Progressiva is a voluntary cultural association, which pursues non-profit purposes and which carries out promotional and social usefulness activities.

3.2. The aims it proposes, in particular, are to promote the involvement, debate and active participation of citizens in the social, political, cultural and administrative life of the European Union, using the most modern communication techniques, as well as to inform and promote citizens' debate to redefine a new progressive political agenda at the European level.

3.3 To pursue the aforementioned objectives, various activities will be implemented, in particular:

A) Creation and management of a digital magazine called "Arbury Road", where contents that respond to the Association's objectives will be published and where ideas, objectives and activities of the Association will be disseminated;

B) Dissemination of the aforementioned "Arbury Road" magazine and its contents through publication and sponsorship on the main social networks (for example: Facebook, Twitter, Instagram, LinkedIn);

C) Creation of Podcasts on topics of European and national relevance both with members of the Association and with guests, which will subsequently be broadcast with the same methods referred to in point B);

D) Creation and management of the "online meme" Facebook page (meaning the online publication of images and/or phrases to describe ideas, concepts, situations, expressions) called "EUandmepage";

E) Organisation, administration and management of campaigns aimed at raising funds to finance activities aimed at achieving the Association's objectives;

F) Organization and management of events, conferences and initiatives of various kinds useful for disseminating the Association's objectives in Italy and in the other Member States of the European Union, during which discussion, participation and exchange will be encouraged to the maximum of ideas among all participants;

G) Promotion of initiatives aimed at affirming people's fundamental rights, as well as European social and cultural integration;

H) Cooperation with associations, organizations, institutions, parties and foundations of all Member States of the European Union to pursue and make known the objectives of the Association.

I) Management of Internet tools, Social Media, forums and similar multimedia installations, as well as purchasing the web domain name.

J) Creation, organization and administration, in the long term, of a school in line with the aims of the Association to teach and discuss issues related to current affairs.

K) Carrying out any other activity that can contribute to the pursuit of the Association's goals, making use of its own means and skills, as well as the advice of experts and external collaborations for all the activities described and which will be carried out.

L) Carrying out any other activity connected or similar to those listed above and carrying out, always in compliance with the relevant legislation, any contractual act or operation necessary or useful for the direct or indirect realization of the institutional purposes.

Article 4-Members.

4.1. All natural persons who share its aims and accept this statute are admitted to Progressive.

4.2. Those who intend to register with Progressive send a written request containing their complete details to the Steering Committee. The request for registration may be rejected with a reasoned decision by the Steering Committee. A register of Members is kept at the Association's headquarters. The personal data of the Members are collected, stored and managed by the Association by adopting all the necessary measures to ensure full compliance with the regulations regarding the protection of personal data and privacy, in compliance with EU Regulation no. 2016/679 and all legislation in force pro tempore.

4.3. Members are required to pay the registration fee established by the Board of Members in accordance with this Statute.

4.4. There are three categories of Associates:

A) Ordinary: they are those who pay the registration fee established annually by the Board of Members.

B) Supporters: they are those who, in addition to the ordinary fee, make extraordinary voluntary contributions.

C) Meritorious: they are those who are nominated as such by the Assembly for particular merits acquired for the Association.

4.5 Admission to membership is for an indefinite period, without prejudice to the right of withdrawal.

4.6 Association provides for the non-transmissibility of the membership fee or contribution with the exception of transfers due to death and the non-revaluability of the same.

Article 5-Rights and duties of Members.

5.1. All Members have the right to:

A) Elect the corporate bodies and be elected in them;

B) Be informed, in compliance with the legislation on the protection of personal data, on the association's activities;

C) Be reimbursed for expenses actually incurred in carrying out the activity performed in the name and on behalf of the Association which have been approved by the Board of Members;

D) Exercise the further rights recognized by this Statute.

5.2 Members, unless otherwise provided in the Statute, have the following duties:

A) Contribute to the achievement of the Association's objectives;

B) Respect the resolutions of the Association's bodies and refrain from any behavior contrary to the interests and objectives of the Association;

C) Fulfill all obligations deriving from the Statute and the law in general;

D) Pay the registration fee within the deadline.

Article 6-Termination of the associative relationship.

6.1. The associate qualification is lost for the following reasons:

A) Voluntary resignation, through written communication, including via email, sent to the President;

B) Death, declaration of interdiction or incapacity.

6.2 The loss of the status of Associate can also occur through exclusion decided by the Board of Members, by absolute majority and in the following cases:

A) Failure to pay the registration fee by the due date, without prejudice to the possibility of remedying the breach within 30 (thirty) days from receipt of the payment request from the Association;

B) Serious violations of the Statute;

C) Loss of the requirements for admission to Associate status.

The exclusion resolution is preceded by a notification of objection made in writing, or by email. Within 15 (fifteen) days of receiving this communication, the Member can formulate his observations and defenses and request to be heard by the Board of Members within 15 (fifteen) days of the request and the exclusion resolution cannot be adopted before the hearing took place. For serious reasons, the Board of Members may order, with effect from the date of the communication of dispute, the temporary suspension of all the rights of the Member concerned.

6.3. Any Member who ceases to be part of the Association for any reason loses all rights to the quotas pursuant to this statute and cannot obtain a refund of the amount paid by way of registration and/or extraordinary voluntary contribution.

Article 7-Bodies.

7.1. They are bodies of the Association:

A) Members' meeting;

B) Board of Members;

C) President;

D) Secretary;

E) Treasurer.

Art. 8-Assembly.

8.1. The Assembly is the sovereign body of the Association and is made up of all Members.

8.2. The Assembly is convened at least once a year to approve the budget and in any case when at least a third of its members request it.

8.3. The Assembly is convened by the President with written notice to be sent by email or other means deemed suitable to the address communicated by the Members at the time of joining, at least 7 (seven) days before the date of the meeting. For urgent decisions, the call can be made in the prescribed manner, at least 24 (twenty-four) hours in advance.

8.4. The notice convening the Assembly must contain the indication of the place (including electronic), the day, the time, of the meeting and any second call, as well as the agenda with the list of matters to be discussed .

8.5. Participation in the meeting is also permitted via electronic means. Voting by proxy in favor of another member of the Assembly is permitted, with a limit of one proxy per delegate.

8.6. The Assembly is duly constituted on first call with the presence of the majority of Members; while in the second call it is duly constituted regardless of the number of participating Members. The Assembly is validly constituted even in the absence of a call, if all the Members are present.

8.7. The Assembly is chaired by the President who appoints a secretary of the meeting.

8.9. The Assembly decides with the favorable vote of the absolute majority of the Members present. In the event of a tie, the President's vote prevails. Voting takes place by show of hands or by secret ballot, when at least a third of the members present so request.

8.10. Amendments to the Statute are approved with the favorable vote of the absolute majority of those entitled to vote.

8.11. The discussions and resolutions of the Assembly are summarized in minutes drawn up by the Secretary and signed by the President. Each Member has the right to consult the minutes and extract a copy.

Art. 9-Tasks of the Assembly.

9.1. The Assembly must:

A) Approve the final and budgetary statement;

B) Determine the programmatic lines of the association's activity;

C) Approve any internal regulations;

D) Elect the members of the Board of Members and the President;

E) Decide on the dissolution of the Association or its merger with another Association;

F) Decide on anything else delegated to it by law or by statute or submitted to its examination by the Board of Members.

Art. 10 - Board of Members.

10.1. The Board of Members is the executive body, to which all powers are attributed for the implementation of the decisions of the Assembly and for the adoption of initiatives necessary or useful for the pursuit of the objectives of the Association.

10.2. The Board of Members is made up of 7 (seven) members elected by the Assembly, including the President, the Treasurer and the Secretary. The members of the Board remain in office for 3 years and can be re-elected.

10.3. The Board of Members meets at least once a month, upon convocation by the President to be made with a written invitation to be sent by e-mail or other means deemed suitable to the address communicated by the Members at the time of joining, at least 7 (seven) days before the meeting date. For urgent decisions, the call can be made in the prescribed manner, at least 24 (twenty-four) hours in advance. Participation via IT and/or telematic means is permitted.

10.3. The Board of Members is validly constituted when the majority of its members are present. It decides by majority of those present.

10.3. The Board of Members carries out all acts of ordinary and extraordinary administration not expressly delegated to the Assembly; draws up and presents to the Assembly the annual report on the Association's activity, as well as the final and budgetary statement.

10.4. In particular, the Board of Members:

A) Adopts regulations, directives and resolutions for the implementation of the Association's objectives;

B) Decides on asset investments;

C) Prepares the economic-financial statement to be submitted to the Assembly;

D) Approves both incoming and outgoing cash movements of the Association;

E) Establishes the amount and deadline of the contribution due by the Members;

F) Assumes and adopts every decision relating to any employees, determining their remuneration;

10.5. Upon the establishment of the Assembly, the Board of Members is composed of the founders indicated in the deed of incorporation, who, even in the event of cessation of the role of member of the Board of Members, will maintain consultative functions regarding the decisions of the Association.

Art. 11- President, Treasurer and Secretary.

11.1. The President, the Treasurer and the Secretary are elected by the Board of Members from among its members, remain in office for 3 (three) years and can be re-elected.

11.2. The President has the legal representation of the Association, presides over the Board of Members and the Assembly; he convenes the Assembly and the Board of Members both in the case of ordinary and extraordinary meetings.

Art. 12- Economic resources.

12.1. The economic resources of the Association consist of:

A) Members' dues and contributions;

B) Contributions from private individuals;

C) Contributions from the State, public bodies and institutions aimed exclusively at supporting specific and documented activities or projects;

D) Contributions from international organizations;

E) Donations and bequests;

F) Revenue deriving from the provision of affiliated activities and services;

G) Income from movable or immovable property received by the Association for any reason;

H) Revenue deriving from promotional initiatives aimed at own financing (e.g.: parties, subscriptions including prizes);

I) By any other form provided for by current legislation.

12.2. The common fund, made up, by way of example and not exhaustively, of operating surpluses, funds, reserves and all assets acquired in any capacity by the Association, can never be distributed among the members during the life of the association nor at the time of its dissolution.

12.3. It is forbidden to distribute, even indirectly, profits and operating surpluses, as well as funds, reserves or capital during the life of the association, unless the destination or distribution is imposed by law.

12.4. Operating surpluses must be used for the implementation of institutional activities and those directly connected to them.

Article 13 - Economic and financial statement.

13.1. The Association's economic and financial statement is annual and begins and ends respectively on January 1st and December 31st of each year. The final account contains all income and expenses incurred relating to the past year. The budget account contains the expenditure and revenue forecasts for the following annual financial year.

13.2. The economic-financial statement of the Association is prepared by the Board of Members and approved by the ordinary general assembly with the majorities provided for by this statute. A copy of the final budget will be made available to all members together with the convocation of the Assembly which has its approval on the agenda.

Article 14-Dissolution and devolution of assets.

14.1. Any dissolution of the Association will be decided only by the Assembly in the manner set out in the art. 9.

14.2. The Association has the obligation to donate the assets of the non-commercial entity in the event of its dissolution for any reason to another non-commercial entity that carries out a similar institutional activity, unless otherwise required by law.

Article 15- Disputes.

15.1. Any dispute between Members, or between the Members and the Association, with regard to the execution and interpretation of this Statute and in any case the activities of the Association, is subject to the exclusive jurisdiction of the Court of Padua (Italy).

Art. 16- Final provisions.

16.1. For anything not provided for in this Statute, reference is made to the laws and general principles of the Italian legal system.
